The Schengen Agreement regulates the requirements for entry and residence within the Schengen Area for all member countries and states of the Schengen Agreement. The list of Schengen Agreement member countries is not identical to the member states of the European Union (EU). The Schengen Area includes both EU member states and non-EU states.

By acceding to the Schengen Agreement, the Schengen member states have committed to the fundamental abolition of person checks at the internal borders of the Schengen Area.

However, in the event of a serious threat to public policy or internal security, individual states may temporarily reintroduce controls at their internal borders.
